Norfolk, VA - About five months ago, after nearly 20 years of trying not to think about it, Howard Renardo Biggs sat down at his computer and Googled "Shiptown Records." Shiptown was the record label his father, Noah Biggs, operated out of Norfolk in the 1960s and '70s.
