Well, PC-BSD offers a few "novelities" such as an alternative method of installing software (PBI) and is based on FreeBSD 6.x. I haven't tinkered as much with DesktopBSD, but it is based on FreeBSD 5.x.

GNOME 2.13.3 has been released . As with the Linux kernel, odd-numbered releases are developmental releases; meaning that 2.13 is the developmental branch for 2.14. You can compile it using these jhbuild modulesets.
